First Nations Statistics - Business Plan Summary
This is a summary of the business plan for the First Nations Statistical Institute
(FNSI). FNSI has been designed by First Nations for First Nations and will capture, analyze and interpret data from a First Nations perspective. Like all business planning tools, this document continues to be evolutionary.
FNSI's creation responds to one of the important recommendations of
RCAP, therefore the Business Plan outlines how FNSI will contribute to the self-determination of First Nations and better policy formulation by all stake holders who have relations with First Nations. It also addresses the lack of capacity of First Nations to generate their own data and recognizes that a First Nations driven Institution is the best way to redress current incomplete, fragmented and in some cases inconsistent and inaccurate data.
The objectives of FNSI include:
- providing better information and data to make more informed decisions on the fiscal, economic, and social conditions of First Nations;
- promoting better quality, coherence and use of First Nations data by First Nations and other stakeholders; and
- building capacity within First Nations communities to use data for community planning and to facilitate better fiscal relationships.
FNSI's corporate orientation will be to provide First Nations with relevant, reliable, trustworthy and responsive information. It will not take First Nations for granted and will seek to build a relationship of trust with First Nations individuals and communities. Its responsiveness will be assured by its commitment to solicit First Nations data needs.
A "Business Strategy Model" is utilized in the plan and the plan describes how FNSI will be led by First Nations personnel with the support from officials from a variety of federal government departments including Statistics Canada . The model provides a conceptual framework for the "start up" and operation of FNSI over a three-year period. It also outlines the nature and scope of FNSI's statistical business and how its success depends upon the confidence it commands of First Nations and other stakeholders.
The fundamental operating principles for FNSI include how the institution will work at "arms length" and will be controlled by First Nations with opportunities to access information at the community level. It provides that the internal governance and operations will be professional, transparent, and efficient. FNSI will ensure that community and individual information is kept confidential and is properly stored. It will also ensure that data is not used for any improper purpose and is collected in a way that does not burden First Nations communities.
FNSI's core functions to be performed and management personnel are described along with the role of the First Nations Statistical Institute Chief Statistician and the finance, human resource and administrative support requirements to operate the institution as a whole.
A draft implementation plan for making FNSI become a reality incorporates a schedule to guide the initial set-up phase and the budgetary requirements for the next three years which are estimated for the first year at $2,190.480. The cost of running the Institution in year two is estimated at $5,788,425, with the cost of year three estimated at $5,297,694.
